Teal Tease Studio Cream Eyeliner is exactly what I was hoping for; it's a super bright, metallic blue-green color that looks fantastic on any shade of skin. As for the little brush it comes with: it's not the greatest in the world, but it does the job (and hey, it's free!). It's so small I just keep it in my purse in case I need any touch-ups.
This eyeliner is very creamy and easy to apply--unlike some cream liners I've used, where you practically have to dig it out and keep going back for more after each brush stroke. Obviously, if you touch any makeup when it's still wet it's going to smear, but once this one is dry it stays put all day long. Sometimes, I put a dab of a similar shade of blue eyeshadow over it for extra staying power.
The shade of greenish-blue is by far the prettiest that I've seen, and I get compliments on it all the time. For most people I would advise using in moderation, as it is very vibrant and it's easy to go overboard with blue in particular.
I would definitely recommend looking for this at a department store that carries e.l.f. (like Target) before purchasing online so that you can save the outrageous shipping charges--this brand of makeup is usually only $1 $5 or so in stores. I'll surely be getting more of this eyeliner once I run out.

Although I did not spend much on this product, I thought it was extremely weak. The liner was thin and did not apply black, but translucent.
